O SI YO'(Greetings) My brothers and sisters, and all our Relations

The Spring was a Spiritual Gathering place for the indigenous group of people that have from
the beginning of time and many still do live here in the Ozark Plateau Area.

We are trying to gather the funds to acquire this old building, so that the spring can once again
be used as a gathering place for the native peoples who once lived here in the plateau area. By
this spring they hunted, lived and gathered to participate in their ceremonies.

The price asked for this building by the City of West Plains is $200,000.00. This along with a
budget of $75,000.00 a year for the next few years will allow us to begin building a interactive
learing center. While this seems to be almost impossible to accomplish, we feel that it not only
can be done it must be done. We have formed a foundation for this purpose “ The Council
Spring Foundation “.

The Council Spring Foundation, is a not-for-profit Corporation and shall serve as a non-profit
support group organized to provide monetary, volunteer and advisory support for the charitable
and educational activities of the Council Spring Native American Cultural Center, a public
facility which is owned and operated by the Council Spring Foundation. This shall be its
primary purpose. The Council Spring Foundation is thus dedicated to providing support to the
Council Spring Native American Cultural Center for the collection, preservation, exhibition and
interpretation of the Natural and Cultural history of the lower and middle and upper Mississippi
River Valley, and for the production of cultural and educational special events, including but
not limited to festivals, musical presentations, films, educational programming, special
celebrations and events. Such support may involve the operation of staff, buildings, grounds and
equipment, as well as improvements to the programs, the maintenance, and the physical plant of
the Council Spring Native American Cultural Center, thus enabling an expansion of the
educational and charitable services and facilities currently available at the Council Spring
Native American Cultural Center.

It is our Goal to acquire this property so that this Spring can once again be used by our people
as a place to gather and share our spiritual and cultural ideas. But even more important, we
need to save this Spring for our future generations and we need your support and help to
accomplish this goal.

Your Brother,
